Application
This unit of competency specifies the outcomes required to conduct staff training in hazard identification and waste emergency responses. The unit covers training small groups in the work health and safety (WHS) requirements and practices in the waste management workplace, and reviewing and documenting training processes.
The unit supports those who work in lead roles in a waste management team.
No licensing, legislative, regulatory, or certification requirements apply to this unit of competency at the time of endorsement.
Elements and Performance Criteria
Elements describe the essential outcomes. | Performance criteria describe the performance needed to demonstrate achievement of the element. Where bold italicised text is used, further information is detailed in the range of conditions.
1. | Organise waste management WHS training. | 1.1. | Learner characteristics, needs and work experience are identified according to WHS training requirements. |
1.2. | Learning environment to conduct training is established according to personnel training plans.
1.3. | Learners are notified of training details according to organisational requirements.
1.4. | Instruction and demonstration objectives are sourced and checked, and assistance is sought if required.
1.5. | Training materials are accessed and checked for relevance according to WHS training requirements.
1.6. | Demonstration is organised according to emergency responses systems.
2. | Instruct on waste identification and emergency responses. | 2.1. | Learning program for emergency responses is followed. |
2.2. | Information on existing site safety plan and knowledge of service specialists is incorporated into training.
2.3. | Hazards and risks, hazardous and dangerous waste and non-conforming waste are identified.
2.4. | Emergency escape details, containment and isolation of situation and clean up are discussed.
3. | Review and document training processes. | 3.1. | Measures are used to assess learner progress according to WHS training requirements. |
3.2. | Feedback is sought from, and provided to, the learner according to organisational requirements.
3.3. | Learner records are completed and stored according to organisational requirements. |
Evidence of Performance
A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.
The person must also organise and deliver training for hazard identification and waste emergency responses to two learners.
For each learner, the person must:
plan learning programs suitable to the learner’s characteristics and needs
provide the following details to the learner in a timely manner:
training attendance requirements
location
proposed outcome of training
reason for instruction or demonstration
organise the learning environment and selecting, checking, using and storing of appropriate emergency and personal protective equipment (PPE)
train staff in hazard and risk identification and emergency response processes and systems, including:
emergency escape details and all-clear procedures
critical plant operator personnel procedures
accounting for all personnel after emergency evacuation has been completed
containing and isolating emergency situation
clean up
train staff in containing and isolating waste procedures
evaluate training effectiveness and identify necessary improvements
follow organisational procedures to work safely and comply with regulatory and legal requirements.
Evidence of Knowledge
A person demonstrating competency in this unit must demonstrate knowledge of:
classifications of waste
emergency response systems
hazards and risks associated with waste management including hazardous substances and dangerous goods
methods required to assess waste characteristics in relation to hazard and risk identification, where waste characteristics include consideration of:
density
level of contamination
quality
shape
size
volume
weight
types of contamination:
infestation
mixing with other waste types
rot or mould
waterlogging
types of waste streams:
commercial and industrial waste
construction and demolition
dangerous goods
green waste
hazardous substances
municipal waste
waste categories:
solid: non-hazardous
liquid: non-hazardous
hazardous: regulated, prescribed, dangerous goods, quarantined, medical and clinical
recoverable resources.
Assessment Conditions
The following must be present and available to learners during assessment activities:
equipment:
PPE, as specified by organisational requirements
computer and relevant software to document hazard identification and waste emergency responses
relationships with team members and supervisor:
working under limited supervision.
Timeframe:
as specified by organisational requirements.
Assessor requirements
As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.

Skill | Performance feature |
Oral communication skills to: | ask questions to clarify learner characteristics and needs. |
Technology skills to: | use computers to source learning materials and documentation. |
Range Statement
This section specifies work environments and conditions that may affect performance. Essential operating conditions that may be present (depending on the work situation, needs of the candidate, accessibility of the item, and local industry and regional contexts) are included. Bold italicised wording, if used in the performance criteria, is detailed below.
Site safety plan | safe access exit requirements use of equipment, including PPE. |
Hazards and risks are those identified by the organisation that may lead to: | damage to plant, vehicle or property harm to the environment illness or injury to employees, contractors or the public injuries resulting from manual handling and repetitive work. |
